Who is ELIGIBLE to Apply?
You qualify for the Program if you meet the following eligibility requirements, which have been determined by the government of Canada:
- You have a worldwide net-worth accumulated by your own endeavors, of at least $ CAN 1,600,000/= OR (PKR 13 Carores), in the form of all kinds of Properties, Investments, Funds, Business, Stocks, Receivables, etc....
- You have operated or controlled a business for 2 years.
- You undertake to make a CND $ 800,000/= investment to the "Receiver General for Canada" for a Five-Year (5-Years) term, which is REFUNDABLE without interest.
OR
- You only invest CND $ 1,80,000/= which is NOT REFUNDABLE.

The advantages of applying through the Quebec
Investor Category are numerous:
- The
processing of the application by the Quebec
Government could be completed in less than 16 months.
- No interview is necessary.
(Providing that the evidence in your file is
sufficiently clear).
- There is no condition attached to
the immigrant visa as compared with the Entrepreneur
program.
- You are free to move around as you
wish in Canada. You may also remain outside Canada
for a maximum period of 3 years without losing your
residence status.
- Your children can immediately study
at the University level, saving substantial tuition
and other fees otherwise required for a student
visa. They could also receive a government bursary.
- The application is simplified: there
is no need to submit a business plan or undertake an
exploratory visit for a business project.
- You may invest in a small business
without having to submit performance reports to the
Government.
- There are no language tests.
- Donations and gifts are now
admissible in the calculation of the net assets if
they are received at least six months prior to
submitting the application.
- The spouse’s assets are included in
the calculation of the net assets.
Frequently Asked Questions By Investor Applicants
Question: 1 What are all the payments expected of an applicant?
Answer : The Quebec application for Selection Certificate will require an applicant to pay application fee of CDN $ 3,899 for the main applicant and CDN $ 152 for each dependent included in the application.
Secondly, on approval, the Canadian Federal Authorities will require an application fee of CDN $ 1,050 for the main applicant, CDN $ 550 for each dependent above the age of 22 and CDN $ 150 for each dependent below the age of 22.
The full investment amount will be CDN $ 800,000.
With financed option the investment amount will be CDN $ 180,000.
An applicant may also incur miscellaneous expenses related to their application such as translation of documents, travelling expenses to attend interviews as requested by the Immigration Authorities, as well as costs related to medical tests and police clearances.
This amount may change marginally if prime lending rates in the national banking system rise or fall in response to changes in the Bank of Canada key interest rate.
Question: 2 What documents are required for an application?
Answer : Documents will vary for each applicant. Westland will assist you to create a personalized list of documents for your specific application. The principle documents will include: civil status documents, financial documents proving your current net worth as well as past financial or asset documents to prove your acquisition of current assets. Documents proving your management experience might also be requested.
Question: 3 What happens to my investment with Quebec if the Federal government doesn’t approve my application?
Answer : Depending on the reason for refusal, an appeal can be made. If the appeal is not successful, the amount invested with Quebec will be returned to the applicant. Westland will not be responsible for any bank charges or currency exchange losses, which may have negatively affected the applicant.
Question: 4 Does everyone have to attend an interview?

Answer : Yes, if they are asked to. Both the Quebec and the Canadian Federal Immigration Authorities can request an applicant to attend an interview; they can also chose to waive interviewing an applicant if they are satisfied with the file and the supporting documents submitted. In most cases Quebec will request an interview while the Federal Authorities won’t, but this is on a case-by-case basis and no guarantee can be made.
Question: 5 Will Westland assist me if I am required to attend an interview?
Answer : Yes, Westland will provide interview preparation through our Canadian Lawyer if desired against some charges. Also, one of our lawyers will accompany you to your interview.
Question: 6 I inherited CAD 250,000 from my father when he died. Can I include this as my assets?
Answer : Yes, if they have been acquired more than 6 months before the application submission. The same rule is applied to gifts and donations.
